From Home Guide Magazine: "Siphoning action plays a practical role in a new product called the Gutter Pump, which fits into downspout. The pump's smooth top helps keep leaves from blocking the spout, while its open underside allows water to work its way beneath the debris.

The Gutter Pump has a slightly elevated lip around the tubular section that slips into the downspout, and to get over this lip, the water level must rise about 1/8 inch before the water starts its downward journey. At this level, gravity is doing all the work. However, when more water begins to fill the gutter, submerging the entire pump, a self priming siphoning action helps draw more water in and down.
